Yes it has been suggested asteroids can serve as potential future bio-resources — but this does not mean they are suited as first base, or any base for that matter. I could see them mined for such, but the materials transported elsewhere. Some of the larger moons would still win favor where there is an abundance of other materials equally necessary — most notably water/ice — and of course a gravitational field. Giorgio — Yes, underground terraforming would be key here.

Please see Astroecology article in wikipedia and links to papers there, especially the 2002 Icarus paper. For several reasons, asteroids may be our best first bases in the Solar System.

With underground Terraforming techniques we can have safe , shirtsleeve environment facilities where humans ans robots can be part of developing each available body, moon, asteroid , even comets. With the exception of gas planets with their extremely high gravity unbearable by humans the entire solar system could be colonized. A combination of manned and unmanned stations can dot the system and jumpstart a space economy as a prelude for Interstellar travel capability.
Traveling settlements in hollowed-up asteroids can provide mission support in remote locations while shileding humans fro radiations and space hazards.
